             Joseph Shepherd may not be your typical Jamaican father, however he does represent the typical single parent Jamaican family that has statistically proven to be matriarchal. He has all the ambitions, dreams and aspirations of the typical career minded employee but with extraordinary responsibilities. He is beginning to lose hope.              Presently in existence in Jamaica there are two overriding schools of thoughts as it relates to flexitime. They are .
             1. Flexitime is another new way for employers to benefit at the grave expense of employees, family and church lives.
             2. Flexitime is every employee's dream come true. As it allows one to work the most suitable time for that one and therefore have sufficient time for other responsibilities and interests, domestic and otherwise.
             Historically speaking flexitime is not new. It is just the natural progression of alternative work schedules (AWS). Which has its roots in Europe and the United States Federal Government since 1972. .
             In the U.S. the Bureau of Indian Affairs (BIA) in Albuquerque, New Mexico implemented the first flexible schedule in the Federal sector, in late 1972. Following the BIA experiment, flexible schedules spread to the Social Security Administration Headquarters (SSA) in Baltimore, Maryland, in 1974, and then to several organizational elements in various Federal agencies.
             Both the BIA and SSA began their experiments with flexible schedules because of employee tardiness, lost productivity, low morale, and, in the case of SSA, an extensive amount of leave without pay (LWOP).
