             The Bill is then presented for the First Reading. This is merely a formal procedure where the title of the prepared Bill is read to the House of Commons and a date is set for the second reading. At the stage of the Second Reading, the fundamental principles of the Bill undergo copious debate and amendments may be made. At the end a vote is taken whether the Bill should proceed and if there is a positive response the Bill has a likely chance of becoming legislation. .
             The Committee stage follows on the procedure and the Bill is passed to a standing committee whose job it is to analyse every implications of the Bill clause by clause. The committee will then make any amendments it wishes necessary so that the Bill complies with the general approval of the House of Commons at the second reading#. The committee then reports back any amendments made to the Bill to the House of Commons. This stage is referred to as the Report Stage and the House then debates and votes on any proposed amendments. .
             The Third Reading in the House then takes place, here the Bill is again presented and further debate takes place, which is confined on matters relating to the content of the bill, but talk on the general principles of the Bill is prohibited.
             The Bill then is passed onto the House of Lords and the Bill at this stage will go through a similar process to that of the House of Commons. It is the duty of the House of Lords to consider the Bill, and the Lords may then make any amendments which they feel are suitable. The Lords will then pass the Bill back to the House of Commons who will review any amendments made. The House of Commons will review the amendments and either agree with them, disagree or propose an alternative change. The Bill can be passed between the houses until both Houses are satisfied. In certain circumstances, if no agreement is reached within a particular parliamentary session then a Bill can be lost.
