"Community Policing in Small Town and Rural America" is an extremely informative article that attempts to answer two questions: First, what exactly is the relationship between community policing and small town/rural police practices? Second, can the components of small town/rural police practices that exhibit the ideal ideas of community policing be applied to urban department?.
Community policing is a relatively new concept that has not had many studies performed regarding it. However, of the studies that do exist there is strong evidence that small town/rural police practices exhibit many of the key components of community policing. A study conducted in 1985 suggested that small departments are more responsive to the community and its needs. In 1990, the International Association of Police Chiefs stated that, "The urban officer answers to the police department. The rural or small town officer is held accountable for his actions by the community", this suggests that an urban officer is more concerned with following departmental policy while the small town officer is more concerned with solving the problem.
"Community Policing in Small Town and Rural America", like the studies before it stress the importance that a police department that practices community policing is more receptive to the needs of the community, and thus is more effective as a police department. This study also explores the important issue of incorporating successful small town/rural police practices into larger urban departments.
This researched was conducted by interviewing 46 rural sheriffs and 28 police chiefs of small towns. The subjects for the interviews were selected by finding the individuals so that the widest possible range of social and physical environments would be included. The existing studies provided a basis for areas to be covered in the interviews in a largely unstructured manner, however subjects were also encouraged to address whatever areas they thought were important.
