The All-Out War Against Poverty


He probably meant to make a distinction between structural and conceptual.
             As far as one can make it out, the new view is that poverty, not squatters, is the problems (which are not problems). Crime and insurgency are results of poverty, graft and corruptions are the result of poverty, squatters and jaywalkers (because they don't own cars) are the result of poverty, and ditto for reckless jeepney drivers whom have to earn their "boundaries" in order to feed their families. Eliminate poverty and you eliminate all of these things.
             It should be clear then that for every structural problem, there us a conceptual solution. Garbage and squatters do not have to be collected or resettled; they can be dismissed by syllogism. That's what an expensive education does to a person; it worth it.
             Collecting garbage, resettling squatters, appropriating moneys for the "professionalization" of soldiers and policemen, enforcing the law on grafters, etc. are all useless, because the Big Problem is Poverty. Every available resource therefore, must be channelled to an anti-poverty campaign -and just see how all these problems disappear!.
             An all-out war against poverty rather than against its mere manifestations, such as garbage, graft, crime, insurgency, and squatters must be declared and vigorously prosecuted. But of course, it must be a peaceful not bloody, war.
             The only peaceful way perhaps is to divide the national budget equally among poor, able-bodied Filipinos. The logic should be simple enough for the technocrats. Since poverty is primarily lack of money, the solution is to give money to the poor.
             Will this be effective? Maybe not. As the technocrats will tell you, wealth is a matter of goods and services - so more goods and services should to be produced at affordable prices. When everyone is buying goods and services, there will be no time left for graft and crime. Now, simple minds may not believe this, but that only proves that they are not thinking as correctly as the technocrats are.
