             In the United States, there was always one court system for all crimes. It was not until July 1st of 1899 in Chicago, Illinois that the first juvenile court was established. By 1945, every state had passed some kind of separate juvenile court. These courts defined themselves with a two-part purpose. One, to remove children who commit crimes from the ordinary criminal courts to separate courts which consider the child rather than the crime. The juvenile court must have a basis of equality and fairness. But 62% of all juvenile inmates in 2001 were minorities (Flowers 170). Although the juvenile courts cannot decide who is and is not arrested for their crimes, they can erase the fact that minorities are more likely to appear in adult courts and that they are more likely to be sent to an adult prison.
