Its the late 20s and Al Capone is one of the most powerful gangsters in the country. He has everyone under his control and pay roll, including Chicago police department and the whole of windy city under his firm grip. Frank Loech, the president of Chicago Crime Commission had to ask Al Capone's permission and co-operation to keep the peace while Cooks county election took place. This shows you how powerful Al Capone was. He was a man who lived out side of the law, above the law, and no one seemed to be able to do much about getting rid of this virus in the country. But like all powerful men he made mistakes, he did not pay his income taxes properly and was involved in illegal bootlegging of alcohol which was against the law at that time. The Feds realized that this was the only way to nail Capone but they hand one problem , finding the right man to do the job on Al Capone. The man had to be honest and trust worthy which was hard to find because most of the government officials were under Capone's pay roll or was too afraid to get involved. That's where Eliot Ness comes into the picture. Eliot Ness was known for his reliability and honesty. Which made him a perfect candidate for the job.

Eliot Ness was appointed to go after Al Capone's breweries and hard liquor operations, by forming a team of special officers, "The Untouchables". Ness was give files every agent in the Prohibition Bureau to choose the right "crack" agents to form the team. Eliot knew the whole success of the honesty of the agents. He chose men who were single, no older than thirty, both the mental and physical stamina to work long hours and the courage and ability to use fist or gun and special investigative techniques. He picked 50 men to interview for the job and ended up choosing only 9.
