When Truman heard of the invasion he immediately issued orders for the Navy and Air Force to commence attacks against North Korean units. The UN passed the resolution when no Soviet veto showed up because the Soviet delegate had walked out days before in protest for U.N. refusal to recognized the People's Republic of China. Macarthur was ordered to take charge of all U.N. forces in Korea and President Rhee put all ROK units under his command. These first U.S. units to show up in Korea however were far from combat ready. Macarthur had only 4 divisions in Japan to call on in the initial stages and these were occupations troops. As the Americans began arriving in Korea, Major General Dean was put in command of the 8th Army. NKPA units continued to pour south and Seoul was captured on the 28th of June.3 .
