             In both the Treaty of London and the treaty made with France, Wolsey was obviously the man doing the labouring of such projects but the treaties weren't entirely Wolsey's ideas. Henry would tell Wolsey what to do and what he was allowed to do and Wolsey would do it.
             Shortly after these treaties were made the Holy Roman Emperor Maximilian died and Charles V was to take over the reign. He inherited the reign of Spain, Germany, Southern Italy and the Low Countries. As well as inheriting the control of the Holy Roman Empire from Maximilian he would also inherit his disputes with France. An alliance was needed between the two countries to prevent indefinite war. Both countries then turned to Henry in the chance to make alliances. This gave England the opportunity to shine as Europe's peacemaker. This made Henry and Wolsey feel important and needed by the major powers of Europe. .
             1520 saw the Field of the Cloth of Gold that took place near Calais. The Field of the Cloth of Gold was a meeting between Henry and Francis I which had the aim of the forming an alliance between the two countries against Charles V. This wasn't a standard style of meeting; it occurred in a field near Calais and was extremely elaborate with both King's trying to exceed one another by parading their own riches. There were tents made of gold cloth, jousting and feasts around the field and both King's were definitely trying to outshine one another with grandeur. Anyhow, Henry had already made treaties with Charles and he was not willing to go back on his word with him.
             War eventually broke out between France and the Empire in 1521. Charles blamed the war on Francis' aggression towards him and Charles demanded Henry to help him attack Francis in accordance with the terms of the Treaty of London. Wolsey made an attempt to make peace by arriving in Calais and talking to representatives of both countries, however Wolsey left France on Henry's request to continue a treaty with the Empire that stated:.
