Airport Layout Plans

The ALP establishes the configurations of the runways, taxiways and the aprons. In addition, it shows the safety areas, buildings, NAVAID's, and drainage facilities as well as areas reserved for existing and future improvement and expansion. .
Other features included in the ALP are a wind rose, airport and runway/taxiway data tables, topographical information, legend and building tables, title and revision blocks, sponsor approval blocks and a list of all approved modifications to the FAA Airport Design Standards.
A current FAA approved ALP is a prerequisite to receiving grants from AIP for airport development. In order to receive an unconditional approval of the ALP, an Environmental Assessment (EA) must be included with the ALP. Without the EA a conditional approval may be granted by the FAA pending submission and review of the EA.
LAND USE PLAN. The land use plan deals with issues relating to land ownership, regional planning, and efficiency of land use, airport zoning, control of land use and land acquisition . The obvious purpose is to ensure an orderly development of land and control and minimize its use. .
The Land Use Plan (LUP) details the existence and use of facilities located within the boundaries of the airport. It also lists recommendations for the use of land outside of the airport. According to Advisory Circular 150/5300-13 Appendix 7, the LUP provides guidance for zoning in the airport vicinity. It depicts general land use, i.e., farming, commercial, recreational and such. Public facilities located in the near vicinity of the airport such as schools, hospitals and parks, must be identified and their elevation detailed. Finally, existing and future airport features such as runways/taxiways, aprons, terminal buildings and NAVAID's must be sufficiently thorough to allow airport management to determine limit lines of restricted areas. .
When dealing with land use on and around the airport, all surfaces, including imaginary surfaces must be taken into consideration for obstruction clearance and noise.
