             Pierre Elliot Trudeau (also known as P.T), played a big role in the development and modernization of Canada. He came into office promising a New Constitution. Something that was a big risk to his figure of power since it had been tried before and failed horribly. Canada had been attempting to reach an agreement since 1926. Pierre vowed to try and reach an agreement. By 1971, 10 premiers reached a brief agreement at the gathering in Victoria. Quebec's premier, Robert Bourassa wanted more for Quebec then want was agreed on previously. When P.E.T refused Bourassa, Bourassa pulled Quebec's support out of the New Constitution. Trudeau thought it was time again to re-attempt and then called a "First Ministers Meeting."" thinking that he could get all the provinces to unanimously agree. Eight out of the ten (called "The Gang of Eight"), refused Trudeau's constitution. Only Ontario and New Brunswick were with Trudeau at that point. Deciding not to break, Trudeau continued without the other provinces support. On October 24, 1980 Trudeau ended the ongoing debate on the New Constitution in the House of Commons. On November 1981, the "First Ministers- met in Ottawa, thought they made little progress after four days of intense arguing and debating. On November, only the key federal cabinet ministers gathered at 24 Sussex to figure out a point of agreement. Chrétien was able to work out a compromise between Ontario and Saskatchewan. Later that day the "Gang of Eight" not including Quebec met once again to debate. November 5th, 1981, nine out of the ten premiers came to a compromise that day.
