With the recent terrorist act on the World Trade Center, America has taken a stand against terrorist groups in foreign countries. "We will not stop until every terrorist group in the world has been stopped," proclaimed George W. Bush. This means that if America has to go on to foreign soil to stop terrorism then that is what it is going to take. Many Americans support the prevention and destruction of terrorists but most believe that U. S. troops should not be put on foreign soil (1). The only circumstance when Americans favor using U.
