            UN Agencies in Palestine: Occupied Territories.
            
             The United Nations has played a role in the Palestinian refugee case from its beginnings half a century ago. Unlike other cases the UN has established a separate regime to provide protection and assistance to the Palestinians. The special regime established for the Palestinians is comprised of the UN Conciliation for Palestine (UNCCP) and the UN Relief and Works Agency (UNRWA). The creation of this special regime was due in large part to the responsibility of the UN itself in creating the conditions, which led to the displacement of the Palestinians. The UN simply put felt "guilty", so they created the regime specifically to deal with the Palestinians. .
             The United Nations Conciliation Commission for Palestine (UNCCP) was established as the "successor" to the office of the UN mediator for Palestine. The agency is comprised of the United States, France, and Turkey. The UNCCP was mandated to assist the governments concerned to achieve a final settlement, and to provide protection and promote a durable solution for Palestinian refugees. For the most part it has failed, due to Israelis refusal to allow Palestinian refugees to return to their homes. The UNCCP has completed documentation and assessment of individual property loss, but has not provided any kind of comprehensive international protection for the Palestinian refugee. The UNCCP continues to file one or two page reports. .
             The United Nations Relief and Works Agency for Palestine Refugees (UNRWA) provides a wide variety of assistance to the Palestinians. It provides education, health, and relief services to 3.9 million registered Palestine refugees in Jordan, Lebanon, Syria, and the West Bank .
             and Gaza Strip. The UNRWA educational services currently include both general and higher education as well as vocational, technical and teacher education. The UNRWA administers 59 refugee camps in its five areas of operation, and employs more than 20,000 persons, the majority being refugees.
