Collective ministerial responsibility is the duty of ministers to agree on the policies of the prime minister and its government or else they are either sacked or have to resign.
Secondly collective ministerial responsibility means that the government making the policy is held accountable for its actions and policies made. They also have to attend parliament to answer questions and justify their decisions made. Policy formulation- discussion over policies.

The Prime Minister's appointment of ministers will normally be by the loyalty of his member, the extent to which the individual shares similar political and ideological views as those of the Prime Minister. The perceived skills of the person may also be important, as is their standing in the party. All these combined with any need to maintain a balance of political views in the government and to achieve party unity.
