             Work Load.
             The board resolved to increase the working time to eight hours and reduce the personal time teachers had at their disposal from 100 minutes to minimum 80 minutes. The board believed that a reduction in prep time may adversely impact the quality of education. However, a reduction in prep time will send the message to the community that their intransigence on budgetary support was hurting the quality of education. .
             Evaluation.
             We decided to persist with the right to hire an outside consultant to devise the system. However, we were willing to allow the teachers to have a non-binding participation in the process through a representation on the committee. The board wanted to keep the ultimate authority on deciding on the evaluation process as well as actual evaluation.
             Salary.
             The Board decided to exercise its discretionary powers to give a small pay raise and Cost of Living Adjustment (COLA) provided teachers agreed to lay off 32 teachers and work load restructuring. We were prepared to give the teachers a pay raise of 3-5% and a COLA of 2% if additional burden from benefits allowed it. We were also prepared to give a retroactive pay raise from July since the last contract had expired in June. We wanted to end up with at least $500,000 in discretionary spending available to negotiate with other unions. .
             Arbitration.
             The board was willing to have a non-binding arbitration process to expedite dispute resolution and to minimize legal expenses for both sides. However, a binding arbitration was unacceptable. .
             Benefits.
             We were prepared to give a Bereavement leave of two days, Sick Leave encashment of two weeks, Maternity benefit of six weeks and Paternity benefit of three weeks. We also wanted to club sick leave and maternity paternity leave. On the question of civic duty pay, the board believed that the teachers should not be penalized for being on civic duty.
