Town Today Gone Tommorrow


All of this cannot be accomplished without the guidance of a town board that handles all the administrative decisions that occur within a town. A typical town board seats three to five elected officials. Many towns also employ a town clerk and normally a treasurer. Some towns even have an appointed town administrator to oversee the proceedings of the town board and to make decisions in urgent situations.
             There are exactly 1,266 town boards in Wisconsin today. Each serves its town with pride. Towns in general have governance over every part of the state that are not included in the corporate boundaries of cities and villages. Most towns in Wisconsin started as 36 square mile blocks. Due to rivers, county lines and/or city expansion there has been some deviation. .
             Eliminating towns would not even be a question had the state budget shortfalls not been so massive. But with huge deficit looking every level of government in the face, officials are forced to come up with ideas to save money and cut corners. .
             As stated before, there is a push from large cities to eliminate town governments. Alliance of Cities spokesman Rich Eggleston said, "It turns out local government works a lot better in states without towns." Numerous city officials feel that towns are only holding areas for land destined for future city expansion and have no real governing powers. This stems from the fact that upon need, cities and villages have the power to annex town land. Towns have little legal influence under state law. Some towns in southeastern Wisconsin have tried, and failed. City officials also claim that the main reason towns are so efficient is because they receive services from counties, cities and villages. .
             On the other side of the issue sits Richard Stadelman, executive director of the Wisconsin Towns Association. Stadelman believes the proposal to get rid of towns is undemocratic. According to Stadelman cities should not be allowed to merely act as king and make decisions for the 1.
