The United States had an interest in Puerto Rico, Cuba, the Panama Canal. With this interest in mind, the United States developed a Caribbean policy to ensure its dominance in the region. It established protectorates over some countries and subsidized others to keep them dependant. Americans became concerned when the Latin American nations came into debt with European powers because they were often poor nations that were unable to pay and prone to revolution. This caused the nations to be susceptible to European intervention. Roosevelt became concerned with this issue and decided to start the policy know as the Roosevelt Corollary of the Monroe Doctrine. This policy warned the Latin American nations to keep their affairs in order or face American intervention. The focus of the United States policies in the Far East was to prevent Japan, which was a dominant force in the far east, from invading the Philippines. Americans had been concerned about the Open Door policy toward China and the possession of the Philippine Islands. Roosevelt mediated the conflicts between Russia and Japan to put an end to their war. The United States negotiated an agreement that recognized Japan’s dominance over Korea in return for its promise not to invade the Philippines.

The Treaty of Versailles created two independent nations, Poland and Czechoslovakia, which were large German speaking populations. It divided up the German colonies in Asia and Africa. Instead of peace without victory, it made Germany accept responsibility for the war and demanded enormous reparations.
