In order for SHA to expand into Malaysia in 2012 they had to generate strategic goals and objectives in 2010 upon entering Malaysia. SHA's goals included augmentation of other organisations providing specialized services, appealing to new students who are attending Monash University at the present time, positioning strategy of the firm and apartment redevelopment strategy. The main strategic goals SHA developed include developing affiliation with firms offering augmented services, integrate cultural differences into the products and services in Malaysia, aim to build three apartment complexes by 2012, set up a culturally aware management team who are effective and reliable and develop an operational marketing strategy to attract students to SHA's services. .

Political/Legal Environment.
The current Prime Minister of Malaysia, Dato Seri Najib Razak came to office in April 2009. Previously, Najib was the minister of Education in Malaysia, and it was his job to make sure that Malaysia reached its goal of being a fully developed nation by 2020.
During his time as the minister of education, Najib reconstructed the ministry; he created an independent corporate structure for public universities and encouraged collaboration with foreign universities and institutions.
