Prostitution Legalization in China

"China's sex industry has proliferated dramatically in the past 25 years. According to conservative estimates, there are six million prostitutes, and a recent study valued its underground sex industry at 30 billion yuan. (Legalise prostitution in China by Edmund Settle, South China Morning Post news; Pg11). Prostitution has grown intensely in China as the policy of repression has grown more than ever. Thus, many people doubt that the present policy is a good way. In Chinese National People's Congress 2012, it was the ninth time the member, Chi Susheng, a lawyer from the northeast China, proposed that prostitution should be legalized. Should we continue the current policy or change another direction to try legalize it?.
There's no doubt that the purpose behind current law is to decrease prostitution. However, as we all know, where there is a demand, there will be a supply. The existence of prostitution does have its reason and value. The consumers of prostitution are mostly males. "Customers' motives for buying sex differ, including satisfying a 'need' for sex, inability to find a conventional partner, desire for a certain type of sex or fulfilling a fantasy" (Prostitution by Ed. William A. Darity, Jr. Vol.6. 2nd ed Detroit: McMillian Reference USA, 2008. p557-559.). In China's big cities, there are millions of rural migrant workers away from home sweating for the "workshop of the world." For example, in Guangdong province, there are about 30 million rural migrant workers. While their living status is being marginalizing, their sex demand is also marginalized. .
Prostitution legalization could help to reduce the rate of STDs (sexually transmitted disease) as prostitution acts as a channel for HIV/Aids from the high-risk groups into the generals. According to Legalize Prostitution in China by Edmund Settle, China has an estimated 840,000 HIV cases and since 1985, more than 150,000 people have died because of it.
