Legal and Political Systems in Rwanda

 

This formed a basis upon which the current Rwandan Parliament and Justice system was built. Rwanda from this, formed a Semi Presidential Republic, with a bicameral, multi party system. While it varies from country to country, this government is essentially where it is governed by a constitution that includes an elected fixed term for the President and a Prime Minister and a cabinet who are collectively responsible for the legislature. It is bicameral with the lower house the Chamber of Deputies, and the upper house the Senate. There is a clearly defined separation of powers in the Rwandan constitution of the Executive, Judiciary and the Legislature. .
             The legislature is formed by the Chamber of Deputies, which contains 90 members who serve 5-year terms. Out of this, 53 members are elected by the general population by proportional representation. The rest of the positions are elected indirectly by local government councils with 2 of the selected must represent the interests of young people, 1 selected to represent disability groups and 24 seats are reserved for women. Currently in the Rwandan chamber of deputies, it is 56% female, making this the highest representation of women in parliament in the world. The Senate has 26 members who all serve eight year terms, with similar seat quotas. The president, the head of state is elected directly for a seven-year term and eligible to serve a second, with voting being universal for all adults. .
             At a federal level, the right to initiate and amend legislation belongs to the deputies. In order to pass legislation, laws are drafted by members. If the Draft laws are determined by the chamber to have a sound basis they get transferred to the relevant committee to be examined, prior to their consideration and adoption. If in the consideration of the basis of the law the parliament decides to adopt the law, it can pass without necessarily being sent for examination first.
