In May 1933 Hitler appointed Hjalmar Schact as president of the Reich band, its first act was to increase the state of foreign trade. During the summer of 1934 Schact was made minister of Economics and he promptly introduced the new plan which gave the government powers to control and regulate trade and currency transactions. The new plan was introduced because Germany was importing more goods than it was exporting therefore there was a foreign exchange crisis. The aim of their plan was to make it independent since the German economy had collapsed due to world depression. Schact had also proceeded to make negotiations with other countries such as South America and South Easter Europe. The aim of the negotiations was to prevent Germany running up a huge foreign policy deficit while they were still able to get hold of raw materials.
