Nicholas also set up a unified executive branch and ended the war with Japan. .
The post-1905 monarchy was a completely different monarchy; it was now subject to a constitution. However, the tsar still retained most autocratic control. By not meeting more of the demands of the people of Russia, the tsar left the door open for the next revolution.
The revolution of 1917 was quite similar to the revolution of 1905. It began with strikes and protests from workers and peasants. The anger was over social and economic conditions and the most anger felt toward the government centered on World War I. The workers unions became increasingly more powerful over the masses, especially within the factory and industrial areas. Revolutionary leaders like Lenin and Trotskii had been planning a revolution for a time and now seemed to be their chance. Failing to call for the popular elections and a large numbers of Russian soldiers still starving at the front, the revolution began. The start occurred in February when a rally of women seeking food grew into a mass of revolutionary rioters. The key, to the loss of the revolution centered around the government's failure to withdrawal from the world war and to secure the loyalty of the troops. Had the Russian government allowed the troops to return back to their families and farms, the revolution might not have succeeded. Another failure of the government was that it attempted to force the army to disperse the crowds by force. It was very easy for the rioters to persuade the army toward their cause. They were simply asking for food, and many of the soldiers sympathized. According to Allan Wildman, the downfall of the tsar's government was because of General Kavilov's order to use force to end the strikes. Many of the soldiers in Petrograd had family there and the soldiers themselves shared the same concerns. The soldiers were angry over Rasputin and Alexandra's handling of governmental affairs, the continued engagement in the war, and being forced to fight in some cases without ammunition, food, and shoes.
