"If we want our welfare policies to do more than just swell the ranks of the working poor, emphasis needs to be placed on the quality of jobs available to low-income single parents and to the work, family, and educational support necessary for providing them a pathway to real economic security," she adds.

II.INHERENCY.
a.Current statistics today, show that large percentages of employed single parents and former welfare recipients are basically following a pattern that includes placement in low wage jobs in the same four fields. As long as this pattern continues, poverty and welfare will never be reduced. The hardship and problems that poverty causes will continue in the future, unless a plan to increase education and job opportunities is put into effect immediately. .
"Over 78 percent of employed low-income single parents are concentrated in four typically low-wage occupations: service; administrative support and clerical; operators, fabricators, and laborers; and sales and related.".

III. PLAN.
Plan one- To make reforms to current welfare laws, encouraging the importance of a higher education (not just vocational training) being made available to welfare recipients.
Plank one- Making this available to recipients, is possible through federal funding and the use of education time as part of their job requirement.
.
PLANK 2- In order to receive assistance recipients are required to work certain number of hours and complete job training, however under the new welfare plan t his time will be split more effectively in order to allow time for education. Like previous welfare laws the new requirements must be met in order to receive assistance and it is to their benefits. This will probably go over well with recipients, because the education is something they know it is important in building a better life.
