Section I Number 23 reaffirms that everyone is "entitled to the right to seek and to enjoy in other countries asylum from persecution- (Drinan, 2001: 204). This a wonderful advance because it guarantees that what happened during the Second World War will not happen; Jewish people seeking asylum from the Nazis were turned away from the United States and, unknowingly, sent to their deaths (World at War). .
             Section I Number 27 of the Vienna Declaration states that "every state should provide an effective framework of remedies to redress human rights grievances or violations" (Drinan, 2001: 206). While many states have been developing their own courts, should their citizens want another court to go to they can go to an international court, such as the International Court of Justice or the International Criminal Court. While these two courts have their own problems, they are a start towards the right direction. .
             Finally, Section I Number 39 asks for an "increased involvement of the media" who should broadcast "objective, responsible, and impartial information about human rights and humanitarian issues" (Drinan, 2001: 210). This is important because it draws more attention to issues that the general public would otherwise be oblivious to. The media undoubtedly houses some degree of bias, but any amount of information is better than no information at all. .
             While all of this sounds well and good and the Vienna Declaration and Program of Action looks wonderful on paper, there are still many blatant violations against the declaration. Currently, there are many obstacles in the way of gaining a more full development and realization of human rights. The most obvious of these obstacles is that states sign documents with no real intention of following through on their promises. .
             The Vienna Declaration has made it completely clear that self-determination is a right of all people. Obviously, indigenous people also have this right.
