This agreement included France, as represented by Talleyrand at the Congress. One of the most important policies adopted was in which Europe restored the status quo ante bellum (the sitation as it was before the war), as a method to return to 1793 or as close as possible to doing so. The Congress was still generous to the newly defeated France, so as not to divide Europe further by giving rise to the French feelings of revenge. .
             Through the division of lands conquered by the French empire during the Napoleonic War, monarchies were restored all over Europe. Lands originally part of the French empire were doled out to the major powers in a way that would assure that no power ever became too large. Under this conference, the German Confederation, very similar in nature to the Confederation of the Rhine, was created, and placed under the administrative powers of Austria. Shortly after this Congress, the four major European powers began the first European Council, charged with meeting and discussing the keeping of peace in Europe, similar to the current United Nations. After this commencement of unity, new systems and plans for maintaining the European balance of power, while a deal was unnoficially made - maintain the balance of power, or it's going to go to war. .
             Though at the same time, this Congress ignored the demands for greater democracy and nationalism, which gave rise to the majority of conflicts in the Nineteenth Century, between and within countries. These include Lord Liverpool's government not being allowed to reform in Britain, 1848 Liberal Nationalist Revolutions all throughout Europe, and most importantly, Sarejevo in 1914. .
             By the very early 1900's, the emergence of new nations such as Germany and Italy, and the decline of older empires like Austria and Turkey had skewered the former balance of power in Europe. Austria had tried to dominate the Balkans in order to check the anti-Habsburg propaganda coming from Serbia, with German support - for Germany herself planned to explot the rich resources of Asia Minor and for that purpose required a railway through friendly territory somewhere in the Balkans.
