             2. The @LIS International Stakeholders Networking: how to build critical mass of actors, innovative practices and collaboration activities around the @LIS Programme .
             Since the @LIS Programme aims at creating sustainable links between LA and EU actors, with a view at facilitating the co-operation in the longer run, involving national and local governments, intermediary institutions and stakeholders, participation of all the relevant sectors of the society will be required: public policy makers, private sector and particularly ICT industry, and above all representatives of the civil society intended as final users of the Information Society. .
             The main risks that such a Programme must avoid are:.
             Due to remoteness and limited tradition of in-depth cooperation, the risks of not satisfactory and balanced involvement of the two regional communities.
             Not sufficient implementation of demand- driven approach.
             Too high expectation are risen on what @LIS can support.
             Insufficient integration among @LIS components.
             Selection and support of projects which, though technically sound, do not present sufficient potential for sustainability.
             The four thematic areas develop in a completely separated way.
