Refugees and the International Protection Regime


            Question: Discuss the evolution of the international protection regime and explain the rationales that underlay the decision to amend the 1951 United Nations Convention relating to the Status of Refugees reflected in the elimination of the temporal and geographical limitations. .
             Abstract.
             The root causes of the refugee crisis have been the incidence of the two world wars of the 1914 to 1919 and 1939 to 1945. The responses to these huge humanitarian explosions have been the consequent formation of international refugee protection regime. The first of the attempt at initiated by the League of Nations formed in 1919. In 1921, the League established the first high commissioner for refugees under the guardianship of Fridtjof Nansen to deal first with the Russian refugees in .A passport was established for the first time for these refugees. Between 1921 and 1949, there have been numerous agreements and treaties which attempted and experimentation with solving the refugee crises of these decades.
             The 1951 Geneva Refugee Convention Relating to the Status of Refugees was a microcosm, a review and fine tuning of these numerous international treaties and conventions entered into among countries and nongovernmental organizations in years preceding 1951(see the preambles of the 1951 Geneva convention). It is therefore not attempt at solving the world refugee problems but it is first officially and widely recognized convention that not only legally defines who refugees are but also imposes obligation not return refugees to where they face danger on both signatories and no signatories of the convention. This is not about making new propositions on the development of international refugee regime but rather to use the existing literatures on the topic to proffer answers to the questions posed. Consequently but unless otherwise stated, this essay would make extensive use but not limited to the works of Gil Loescher.
