Roshal – chief lighting technician engineer, L. Vasileva – energy supply engineer, A. Smolsky – plumbing engineer.
During the years 1967-1969 authors group (team) developed a final decision of the memorial and completed models and drawings of all the structures of the complex and its beautification.
After developing the general idea of the ensemble and making sketches and models of the main elements, the general layout (master plan) was developed.
As the main building materials the firmest were chosen - concrete and reinforced concrete, natural stone – gray and red granite, labradorite, for facing the obelisk - titanium alloy.
Resolution of the Council of Ministers of the Byelorussian SSR April 29, 1967 №139 approved the project of the construction of the memorial complex "Brest Fortress-Hero". The work on the construction of the memorial began in May 1968. In October 1969 the memorial project was adopted for realization.
The work was done in accordance with the general layout approved by the Council of Ministers of the Byelorussian SSR (Resolution of the Council of Ministers of the BSSR November 6, 1969 № 376).
In 1969 the museum of Brest fortress-hero from the Ministry of defence of USSR was passed to the area of responsibility of the Ministry of culture of BSSR.(Decree of the Council Ministers of BSSR from April 15,1969 №140,directive of General Staff the Ministry of defence of USSR №ORG/9/340 ss from May 25,1969;order of Ministry of culture of BSSR from May 7,1969 №38).
In 1970 the museum functioned with 60 people strong.
In 1970 the exposition of 9 from 10 halls museum was reconstructed.
During excavation work and building of the memorial was found more than 1,000 museum objects, the remains of the dead.
On September 18, 1971 under the three-tiered granite slab memorial the remains of 823 people who died in the defense of the fortress in June-July 1941 were reburied.
