By using a particular type of shovel for each particular type of coal, Taylor's findings were that workers could shovel more coal and for longer, with that the number of people employed to shovel was reduced from 500 to 140. Taylor strongly believed that workers were motivated heavily by money so by that he developed the idea that workers should be paid based on the amount of work they do and whether or not they reached their production targets. With Taylor's theory being strongly and solely based on money, problems began to arise even though the production level was quite high. Workers began to feel unrest and felt they were mere guinea pigs, completing repetitive tasks non-stop led to boredom, worker dissatisfaction, arguments and more. All of this led to Taylor being questioned by a special committee of the House of Representatives and one result was a law banning the use of stop watches by civil servants.
