            The framers of the constitution were determined to avoid the tyranny of the British monarchy of George 3rd. Therefore they put in place constitutional safeguards including separation of powers, the bill of rights and checks and balances, to help the "high priority placed on rights." There has been some evidence to suggest that these safeguards have been successful in protecting the rights of the people. However Storey in the source suggests that the above safeguards against the concentration of power of the national level are inadequate. .
             It is clear from the source that the protection of the rights of the individual was something of a ˜high priority' of the framers of the US constitution. Storey claimed that ˜the overriding purpose of the court' was to provide government ˜with just enough power to meet the needs of society while denying them any opportunity to infringe fundamental individual rights.' This is outlining the concept of limited government where you would have various mechanisms put in place to ensure the government is checked in what it does. Lord Acton said "Liberty is power cut up into pieces." The separation of powers and the Bill of Rights set up in the US Constitution have allowed the protection of rights. The Separation of powers and checks and balances also help to prevent tyranny and protect civil liberties. As the Source states, "the overriding purpose of the Constitution of the USA is to provide those in government with just enough power to meet the needs of society, while denying them any opportunity to infringe fundamental individual rights. These stop one branch of government from dominating and perhaps dominating the individual's rights. The President can veto any law he feels would be inappropriate or affect the USA in a negative way, for example President Bush vetoed the Stem Cells Research Bill in 2005 in order to protect the sanctity of life.
