             With all these social purposes of education, individualistic purpose of education is to compose the differences which comes out while child development with social order. Education has functions like, to be partners to universal cultural values, shaping the future, to raise awareness about today and future and bring balanced personality. With all of these functions, now, educations is a human right. Obvious purposes of education is, transfer of the social values of society, bring consciousness of human rights and world peace and for long term is to be effective, productive and balanced member of community, therefore education ensures and maintains social integration. .
             According to Republic of Turkey constitution's Chapter 3, article number 42;"Nobody can deprived from education and training right." and "Primary education is obligated for girl or boy every citizens and free on public schools".
             According to these laws, every Turkish citizens has to be on school when the age comes. According to Turkish laws obligatory education time is constantly changing with the government but according to the last changes, previously 8 years obligatory education time is now 12 years, with the changes in 2012. Including high school. With these changes, existent problems in schools about social classes and financial problems had risen. With the recent research done by "Mother Child Education Foundation" on Turkey it shows that during the education term of 1997 and 2005 student loss is .78, on male students .77 and on female students .12. Also according to this research, school drop-outs is mostly on 4th and 5th grade.[1] With these statistics on this essay, we will examine the Roman citizens' access to education. .
             Who are the Romans? .
             Romans are knows as gypsies. Regarding to offensive judgement of gypsy they now called as Roman. Their roots are based on India and they are nomad society.
