The "Cuban National Reconciliation movement", a U.S.-based organization that claims to act as a forum for discussing Cuban society, has detailed what it believes are complex variables when analyzing human rights immediately after the revolution.2 During the 1960's violence rose throughout Cuba, known as the "Escambray Rebellion" this came between the Cuban government and armed opponents, but slowly diminished by the early 1970s; after coming to power in 1959, Fidel Castro's government built a highly effective machinery of repression, according to Human Rights Watch.3.
The Human Rights Watch is an international non-governmental organization that conducts research and advocacy on human rights. Human Rights Watch was founded as a private American NGO in 1978, under the name Helsinki Watch, to monitor the former Soviet Union's compliance with the Helsinki Accords.4 Helsinki Watch methodology, "naming and shaming" would expose abusive governments through media and through exchanges with policymakers. For example, they were able to expose the human rights violations with the Soviet Union and its European partners and were able to influence democracy within those regions during the late 1980s. The Human Rights Watch was first designed in 1978 as a support organization for citizens of the Soviet Union. The main goal of the HRT, were to assist the citizen and watch over and analyze the government by the Helsinki Accords of 1975. This called for the Communist and the West to come in terms of respect and cooperation to establish a sense of a relationship. In addition, the roles played by foreign governments in aiding violent regimes, politically, militarily, or financially. These new strategies became lasting tactics of the organization as a whole, and in 1988, the collection of Watch Committees decided to merge less than one all-inclusive title, calling themselves the "Human Rights Watch".
