"Jefferson did not believe to grant American citizenship to the 50,000 residents of Louisiana by executive act, as the treaty required [ CITATION Mar l 1033 ]." This meant that France wanted to United States to make all of the people living in Louisiana to become American citizens with the treaty. But Jefferson did not think that was possible, but after much thinking he came up with an idea. "That the less we say about constitutional difficulties the better" (Jefferson). Jefferson wanted to stop worrying so much about what the constitution said, and started to focus more on what was best for the United States. He believed that Louisiana was "the good sense of our country" (Jefferson). He knew that expanding would be great, but also brought problems to the States.
There was a huge dilemma on adding Louisiana to the United States. Congress had many questions. For example, they wondered if they could add territory the country or was it unconstitutional. Jefferson did not believe it was in his power to add Louisiana and believed it was going against the Constitution. Many questions were asked, but if the answer did not suit them then they would find a way to change it. Adding Louisiana to the Unites States was a big deal, so they made everything possible for the president to add the new land to the United States. Was it going against the constitution? Maybe, but in the constitution never stated that the president could not add land to the United States. Congress final decided that it did not state in the Constitution that the president could not add land to the United States. With that being said Jefferson went on and finalized the deal with France and purchased Louisiana.
The Louisiana Purchase was about $15 million, one of the cheapest lands ever. United States got a good deal on the land but did not have quit the money to pay for it all. The Louisiana Purchase put the United States in debt.
