Most had severe conflicts with the Kennedys, and extremely differing political views among the members. The Commission consisted of Chief Justice of the United States Earl Warren, Chairman Richard B. Russell (Dem.-GA), Sen. John Sherman Cooper (Rep.-KY), Rep. Hale Boggs (Dem.-LA), Rep. Gerald R. Ford (Rep.-MI), John J. McCloy, counsel J. Lee Rankin and Allen W. Dulles (Garrison). Chief Justice Warren was an extreme liberal and used his courtroom to bring down his political beliefs on the nation. He had become extremely unpopular. He knew Kennedy was going to force him into resignation at the end of the year when he reached the minimum retirement age and loathed the administration (Warren files).
Nearly all of the government investigations of the crime were sloppy and inconclusive at best, some even seemed asinine. Just hours after the shooting Oswald was interrogated by the Dallas Police department for 12 hours with no lawyer present and no one recorded a word of it. This was an inexcusable mistake, for the man interrogating Oswald had nearly 20 years of police experience and would certainly know that none of their conversation could be held credible in a court of law. Another mishap by Dallas Police included the shooting of Oswald by Jack Ruby in the basement of police headquarters. There was no other entrance than through a crowd of armed officers, yet Ruby mysteriously slipped by them with a loaded gun. Also, from videotape it appears that Ruby had just entered the room as to be let in at the perfect time by the police. Ruby was spotted by Julia Ann Mercer unloading a rifle out of his pickup truck onto the grassy hill by the overpass, but she was never called by the Warren Commission and her statement to the FBI was twisted to show that she could not identify the man as Ruby. Moreover, police reports say that there were twelve hobos detained from the train yard nearby and yet there is no record of their arrests mug shots or names and when seen on footage these hobos appear to have a clean shave, shoes polished, and well-kept clothing.
