The ABC Charter is contained in the Australian Broadcasting Corporation Act 1983. The Charter sets standards that the ABC must meet. The expectations include that the ABC must broadcast programming of a high quality that contributes to a sense of national identity. The ABC must inform and entertain whilst demonstrating the cultural diversity of our nation. It is expected that the ABC will broadcast programming of an educational nature and to support the arts. Outside Australia the ABC has the responsibility to broadcast programs which promote knowledge of Australia and Australian attitudes to world affairs. The ABC should take account of programming on other services so as to fill gaps that the networks have failed to provide for. The ABC remains commercial free (other than promoting their own enterprises).
             The other public broadcaster in Australia is SBS (Special Broadcasting Service). SBS, like the ABC, has a Charter which sets out the expectations the public may have of SBS. The SBS Charter mainly highlights that the role of SBS is to provide a quality service to the multicultural Australian community. SBS is expected to broadcast programming in a variety of languages, including news services in languages most of use to our multicultural community. SBS differs from the ABC greatly because it allows advertising between programs. Although controversial when introduced, the income has been extremely welcome and has virtually saved SBS because it was feared that SBS might have been merged with ABC to save money in the early years of the Howard Government. .
             Commercial broadcasters in Australia must adhere to the Broadcasting Services Act 1992. This very comprehensive act encompasses every aspect of commercial broadcast operations, from ownership, Australian content obligations, genres of content, and many other matters. The Act forms the basis of the Commercial Television Code of Practice which is a voluntary code agreed upon by all commercial television proprietors in Australia.
