             During the Ch'ing Dynasty, there were very little anti-social behavior yet it was not perfect. The White Lotus Rebellion tried to create an up-rise by supporting the former Ming Dynasty. But they were destroyed very quickly. Imperial Confucianism also emphasizes its values upon issues such as strong leadership, order, and also relationships. People not only need to show loyalty to the emperor, the government, but also to their family. The break down of the Chinese Government system, consists of an emperor with his imperial court, and the grand council. They are comparable to the president, senates and the congress of the United States. They are the national lawmakers, and deal with issues that effect the whole national as a whole. The grand councils are divided in to two sections. On one side, there are the six boards: rite, civil, treasury, work, punishment, and justice. On the other side under there are the prefects, and the district governors. Each of the district governors would have their own office at their local district which people call Yamen. Each one of the district governors would serve as a judge, peacemaker, and problem solver at their assigned district. On the local level, the government had also setup two different system: the "Pao Chia System- and the "Li Chia System-. Pao Chia system, it is like a surveillance security system. It keeps track every one of the Chinese, where they go and where they been, so that no stranger would just pop up in the town. Because each time they travel from one district to another they need to get their home pao chia headsman permission and sign document to take to the next pao chia headsman. Li Chia system, it is a tax collection system. They go around each district collect taxes for the emperor. .
             The government promotes the government elite by giving them civil privileges, privileges that common folks do not get. In Ch'ing, the elite was broken down into two different groups: The Minors were the Manchu.
