             Lyturgos made drastic changes to Sparta. He set up a new government that consisted of two kings, a senate of 28 men all over the age of 60 that had served in the military and five men elected by the people. The powers were set up this way so that there could be a system where no one person could have total power. Also the power of the kings was greatly restricted, they were basically generals. When there were battles out side Sparta , one king would stay back and one would command the battle. This was done to ensure that both kings would not be lost in battle. The senate served many pourposes, they could fine or arrest the kings, they dealt with foreign nations, acted as judges, annually declaring war on the helots to there killing could be explained.
             Also under Lyturgos, land was gathered and divided up into shares. The Spartan's citizens and the Perioeci each received a share and the Helots, ( messians that remained under the control of the Spartans), farmed this land. He issued iron money which was not worth much or practical to use in this restricted trade, which the King wanted. .
             At the center of all this change was the training a Spartan citizen goes threw. As children were born, they were examined to see if they were sick or healthy. The sickly ones were left out in fields to die. The healthy ones , at age 7, entered the military under harsh conditions and were trained to be soldiers. From this age , the boys were brought up in the control of the state. In the first part of their training they received basic education, reading and writhing. But most of the teachings were on being disciplined, loyal, and strong. The children were given very little, there beds were made from reeds broken and cut by hand, were supplied one tunic a year, and usually walked barefoot. Food was rationed, so in order to get enough food to live the children were forced to steal. If caught stealing they would be punished for not stealing successfully.
