In the last year, presidents and prime ministers met in Quebec to negotiate the final steps of NAFTA, which was scheduled for completion in 2005.              The creation of NAFTA was undergone in hopes to meet certain goals and feat certain objectives which were to better the future of the 370 million people residing in North America. There were five main objectives that NAFTA was trying to achieve through implementing the rules of its agreement. The primary objective that NAFTA was interested in proposing was to eliminate trade barriers between the three countries thus allowing easy access of materials and products to each of the countries. Secondly, NAFTA wanted to promote equality and fairness of competition within the free trade region. Once the three nations began trading with one another, each would have the opportunity to have whatever they desired from any one of their neighbouring countries (within reason) provided that the demands fit and followed the agreement regulations. This would allow for a greater and more diverse market in competition with one another thus giving the consumer more choice and variety of what they want to purchase. Thirdly, NAFTA was hoping that the increase in free trade would extend investment opportunities to members of the other nations. The protection of members" rights was also a key element in the creation of NAFTA. It was crucial that through free trade, certain tariffs were maintained to ensure adequate protection for laboured workers such as farmers. This is why elements such as dairy, poultry, eggs and other agricultural products upheld tariffs while most others were dismissed. Finally, NAFTA wanted to ensure that the rules under which the agreement fell, were well thought out and clearly stated, thus preventing any major disputes between the three countries.
