             The United States had an interest in Puerto Rico, Cuba, the Panama Canal. With this interest in mind, the United States developed a Caribbean policy to ensure its dominance in the region. It established protectorates over some countries and subsidized others to keep them dependant. Americans became concerned when the Latin American nations came into debt with European powers because they were often poor nations that were unable to pay and prone to revolution. This caused the nations to be susceptible to European intervention. Roosevelt became concerned with this issue and decided to start the policy know as the Roosevelt Corollary of the Monroe Doctrine. This policy warned the Latin American nations to keep their affairs in order or face American intervention. Soon enough, the United States created revenue systems in which American officials collected customs and saw to the payment of debt. .
             The focus of the United States policies in the Far East was to prevent Japan, which was a dominant force in the far east, from invading the Philippines. Americans had been concerned about the Open Door policy toward China and the possession of the Philippine Islands. Roosevelt mediated the conflicts between Russia and Japan to put an end to their war. The United States negotiated an agreement that recognized Japan's dominance over Korea in return for its promise not to invade the Philippines. .

             The United States problems with Mexico began when General Victoriano Huerta overtook power from Francisco I. Madero, a liberal reformer who succeeded former president of Mexico, Porfirio Diaz, and had him murdered. United States president Wilson refused to recognize Huerta for his actions. Wilson announced a new policy toward revolutionary regimes in Latin America. The policy stated that to win American recognition, they must not only exercise power but reflect "a just government based upon law, not upon arbitrary or irregular force.
