Subject: New Policy to yield political gain.
Considering the upcoming election, my team of advisors and I have come up with a policy initiative you will introduce in your January 2004 State of the Union Address. As you well know a tight election is forecasted and there is a possibility that our party will lose both houses of Congress unless you win by a landslide against your running mates. In order to do so we had to come up with a policy appealing to the majority of your voting population. By taking into consideration the country slowly recovering from a recession with limited job growth and improving stock market we thought it necessary for you to introduce a plan to make that recovery flow more quickly and smoothly. We must have an economy that grows fast enough to employ every man and woman who seeks a job. To do this, more money needs to be invested towards public works projects throughout the next year in order for the government to create more jobs for the American public. This in turn will stimulate growth in the economy because people will be spending and investing more. .
Public works projects such as road improvements, streetscaping, school construction and repair, and park improvements are built to last, more than five years, and to be used for the general public good. Public works projects create and sustain the systems that provide us with clean water, sewage treatment, and utility connections. They also include mass transit facilities, like subways and elevated lines, the train cars and buses, and other elements of our transportation system, like bridges, viaducts, and highways. When public works investment is well managed, and our infrastructure systems are in good working order, most people don't ever notice infrastructure. But when it starts to fall apart, it can disrupt our daily lives and inhibit the economic development of our communities.
Repairs to industrial streets and viaducts help to keep businesses alive and the jobs they create.
