            Compare the successes of reform of the Army and Navy in the period 1793 - 1918.
             It can be argued that the wars and consequent victory over Napoleonic France can be seen as the heralding of Britain's dominance as a world power. Although more importantly this triumph can also be seen to actually impede the development of the Army and Navy. Due to the association with victory no one saw the need for change and the traditionalist argument of what worked in the past is good enough for the present came into play and the somewhat dated army and navy saw little change until the Crimean war broke out which saw the army fall into decline.
             The army which had been somewhat neglected since waterloo was now required to fight in large scale land combat. Although prior to this war there had been a voice in the minority crying for reform as issues leading up to the Crimean war to an extent took the strength out of the army.
             The army took the role of home defence, maintaining the empire as well as policing times of unrest, this was a huge burden on the army as the empire was expanding over these years stretching the army very thin at times. The army numbers themselves went from 233,952 in 1815 to a mere 87,993 in 1838. This twinned with falling expenditure from £43 million in 1815 to just £8 million in 1836 further stunted any claims for reform.
             From this it is apparent that reform was needed, however most were against it, the Duke of Wellington and even most senior officers within the army opposed the idea. At the time there were two contrasting views regarding reform. One which was followed by most seniors officer was the idea that the army was the scum of the earth' and that only harsh discipline would work. In contrast to this the opposing view was the idea of making army life more desirable. This more attractive army would be achieved through building improved barracks, enhancing the quality of food and providing banks for the soldiers.
