Efforts were made to improve the situation.              Ultimately the U.S. put Sanctions on Iraq. Which I might add has a terrible direct human impact on the Iraqi people. I believe the U.S. calculated that by prolonging the sanctions until they invaded would prevent foreign investment in Iraq.
