The congress members are almost always from a higher social standing than that of their constituent. The representation of lawyers in congress is overwhelming. Most argue that lawyers bring a skill to congress, That lawyers have represented clients in their work; therefore they can use the same skill to represent constituents in congress. ( Woll 11) Also most lawyers tend to be more familiar with public policy. The lower strata of the population have been forgotten in congress. The senate is supposedly the most represented of the constituents. However the percentage of blacks, Hispanics and Asians are not directionally portioned with the actual population of America. The percentage of minorities in the House of Representatives is surpassingly better. In redistricting the chances of true representatives of the masses are better. After many laws are passed in congress the lower strata of society is worse off. After major revisions in tax laws that were supposed to benefit the less fortunate, most found they were better off with the old tax laws. In terms of economic policy the congress has become more disconnected with the lower strata population This holds true also for the democratic party that once stood for the economic interests of the lower strata population. The founding fathers wrote so confusing to the public that the view of the parties of interest were so deceive that the public was basically tricked. (Woll 13).
             The congress has a very low visibility to the public. The general public knows very little about the congress or who their representatives, or senators are. .
             The knowledge of who the challenging candidate is at election time is even lower. This makes it easier for the incumbent to be reelected; the purpose and rules of congress are an unknown subject for the masses. The elite=s however are more knowledgeful than the masses because they have the extra time and money to gain interest, in congressional activities.
