A detailed project plan is developed during this phase based on the initial management documents in the inception phase.
3. Construction: All the remaining components and application features are developed and integrated into the product and tested. It emphasis on managing resources and controlling operations to optimize costs, schedules, and quality.
4. Transition: A Beta release of the software to validate the new system against user expectations. Finally, an assessment is made regarding the success of the development efforts to determine whether another development cycle/increment is needed to further enhance the system.

Iteration.
Each phase in the Rational Unified Process can be further broken down into iterations. Iteration is a complete development loop resulting in a release (internal or external) of a product, a subset of the final product under development, which grows incrementally from iteration to iteration to become the final system.
In the iteration, work is done one or more times to achieve a goal, in spite of just once. We may have 5 prototypes to show our customer before we're all satisfied the way it's going. This is valuable because we can do a small amount of work, get feedback, and then go ahead in the "right" direction. .
Iterations tend to reduce rework and scrap because due to the feedback, we're confident about the work we have done.
