All projects can be categorized in three major stages of life according to the framework. The stages overlap various phases of the Project Life Cycle. The Project Preparation stage includes the concept definition and planning. The second stage is Project Execution, which is the task of actually carrying out the project. The final stage is Project Termination, which signifies the end of a project. .
Project Preparation consists of concept definition and planning for Project Execution. During this stage, multiple solutions may be considered for selection. Each solution will undergo similar evaluation to select the best project for the organization. Estimation of cost for the parent organization occurs using both numeric and non-numeric models. There are many methods organizations may use for numeric modeling. Profitability and weighted factor scoring model are two common processes, however the framework may be altered to utilize alternate methods. The cost estimation is performed to assist management in the selection of a solution for the intended project. Non-numeric models may include reasons to select a project other than financial returns, including public view and charity. Feasibility is vital to ensuring a valid solution is chosen as the project. Portions of the planning steps may be necessary prior the final determination of which solution will be selected. Once a solution is chosen, initial approval will authorize the investment of time and money in planning for the project execution.
Project Preparation also includes planning for production. The Project Team hierarchy is established, project and functional managers selected, team members chosen, and stakeholders identified. The communications must immediately be developed and put into action to ensure a secure infrastructure for the project. The planning efforts will not be complete if the communications plan is not effective.
