American Revolution

I write to you to voice my opinion on the Articles of Confederation and the country's need for a new and improved constitution. There are various flaws in the Articles that make our country and government weak and disorganized. The latest example would be Shay's Rebellion.
First of all there is only one branch of government the Legislative Branch, which consists of a Congress that just makes the laws. But what good are the laws if there is no one to carry them out and explain them or to settle disputes and how they should be interpreted and followed.
Then Congress should be given more powers such as the power to require the payment of taxes by the states. How is it possible to support a country if the government is not receiving money from the people? It should be able to solve problems between the states that are affecting the whole country. How can a nation be united if the states spend they"re time disputing and quarreling with one another?.
Then comes the fact that the Articles give too much power to the states. A state should not be able to print its own money. This makes money from Congress and other states null and void because each is using a different economic system or value for their money. Thus making all money of the country almost worthless. Each state should not have its state militia this job should be held to Congress for it is congress's job to ensure the safety of the country. The fact that each state has the power to form its own treaties with foreign countries does not seem to be working for foreign countries as they do not want to form treaties when other states will not abide by them.
Then amendments to the Articles require a unanimous vote making it very hard to improve the Articles and a vote of 9 states was needed to pass a law. Thus making the nation's government weak and hard to change.
The event known to us as Shay's Rebellion by itself speaks of how badly this country needs a stronger and improved constitution.
