Moreover, Costa Rica has done a great job to preserve their natural environment. Therefore, it is easier to be happy when people are "basking in sunshine and greenery" and not "shivering up north and suffering "nature deficit disorder" (Kristof). Some people may wondered, how about their economy? Are they primitive? However, emphasis on the environment does not sabotaged Costa Rica's economy but has bolstered it. Costa Rica is "a major exporter of computer chips and improving English-language skills so as to attract American eco-tourists" (Kristof). Also, they have the great health care, the same as in the U.S; their gender equality is higher than the U.S. and many American immigrate Costa Rica for their retirements. In addition, Costa Rica introduced a carbon tax in 1997 to protect their lush environment because it is the "economic asset" of Costa Rica. .
.
All of these things are the fruits of education. Costa Rica dissolved their army, and spent money in their education system. "Since the 1970's the government has invested nearly 28% of the national budget on primary and secondary education." (Ivie) Costa Rica has the best education system in all central, and possibly South America. Every subject has been well developed in Costa Rica, such as arts, math, science and technology, agriculture and so on. This is due to the reason that school is a non-profit organization, so when a school has a financial problem, it probably will cut the most expensive and unprofitable department, such as arts. From this angle, the arts are a big victim in economic environment. It is the bottleneck of developing cultural of society environment; therefore, the government should spend more money on school in order to have a better education condition. The education investment is more important than others.
.
Furthermore, arts also are the victim of ADHD epidemic, and ADHD deprives people's right of experience happiness.
