The case in Asia, Vietnam for example, the US and USSR proxy role devoted little to accelerate the country's transition from a dependent colonized state to a liberalized social entity, but put the country under decades long split. With no exception, this form of intervention by the US had resulted in long lasting political turmoil and social instability in those states.
As series of Proxy Wars being fought, the relationship between the First and Second world countries and the Third World was moving towards a historically new direction. There seemed had grown an unspoken agreement-----Third world countries can, either establish their state government and reform their system in the way that complies with Western development theories, or receive no aids at all and deemed unfriendly, unhuman, even evil enemies.
