The Government Shutdown of 1995-1996

 

President Clinton worked with representatives of Congress and Newt Gingrich. Gingrich and Congress wanted to slow down the rate of government spending due to Clinton's plans for Medicare, education, the environment, and public health. This caused much conflict in Congress. Bill Clinton vetoed the bill in 1995 and prepared to close more government operations. He vetoed the spending bill the Republican Party-controlled Congress sent him. Meanwhile, Newt Gingrich called Republican congressional leaders of Congress to come to an agreement and pass another bill. Clinton wanted to increase funding for Medicare, public health, the environment, and the educational system. He wanted to put money into critical investments he believed could make an impact in the United States. He increased funding to better other operations, such as the Federal Bureau of Investigation (FBI) and the National Security Agency (NSA). In doing this, he decreased funding for operations such as the military and intelligence spending. .
             Medicare is a federally administered system of health care for people 65 and over. He wanted to make sure the people receiving Medicare and public health would be receiving as many benefits--such as medical treatments and fair pricing in health insurance premiums--as possible. Because Medicare was expected to run out of money in 1999, the Medicare trust fund was extended to fund Medicare until 2025. Clinton also wanted to control the "availability of health plans, enforce health budgets, enroll employers and employees in the new system, collect premiums, and generally enforce the national insurance rules and regulations " (Moffit 6). .
             Clinton, along with Vice President Al Gore, wanted to increase funding for the American educational system. They were continually "working to ensure that all Americans have the educational opportunities necessary to succeed in today's global information economy " ("The Clinton Presidency " 1).
