"The original state of nature, therefore, could no longer endure, and the human race would have perished had it not changed its manner of existence" (248). In a natural state and world, he says, people only cling onto the things that he can physically get while in a civil state, the desire and need for certain objects that can't be physically obtained is far too strong, further leading up to his argument that a civil sate is in fact necessary. To achieve a good government, you have to strive for happiness amongst the people. Providing them with a sense of their own freedom, even while under laws and constraints, gives them a natural need that they were born with. In modern day society, it would be unimaginable to allow mankind to reside with their natural freedom, but it is still important to allow everyone to use a restricted form of their natural state without confining them completely. .
With a government, come leaders, and each leader come with their own beliefs and ideals on how to provide society with good governance. Lao-Tzu was a writer who expressed a strong sense of the universe and allowing it to lead us through life. In his work, he is persistent in saying that good leadership emerges from purely natural cycles and that good leaders have the patience to wait for these cycles to occur and balance everything out. He believes that a solution to every problem encountered in life comes with time, and in the end, a balance will be restored. "I just have three things to teach: simplicity, patience, compassion" (214, Verse 67). He believes that morality and consciousness are what life should be based around. In correlation with the governance, leaders shouldn't fill themselves with a need for possession or power. They should relax and let things happen as they do, because a balance will always end up being restores. These elements all have to be applied in order to achieve a good government, but only to a certain extent.
