The Assembly will not force action by any state, but its recommendations are a very important indicator of the world's opinion and moral authority of the community of nations. The Assembly meets from September to December. If it is necessary, emergency meetings are held to discuss issues of upmost importance.
THE SECURITY COUNCIL.
The main goal of the security council is to maintain international peace and security. The council meets whenever peace is threatened. There are fifteen council members. Five of them are permanent members including China, France, the Russian Federation, the United Kingdom and the United States. The remaining ten are elected by the general Assembly for a two year term (wun 2).
A decision can be made within the council without a majority. The only exception is when a permanent member does not vote. When a threat of international peace arises, the first step to try and resolve it is peacefully. They may suggest a mediator, or conciliator. In the event of a non- peaceful resolution, the council will send in peacekeepers to maintain a non- bias third party.
The council can use other means of negation also. It may impose economic sanctions or order an arms embargo against a state. On some rare occasions, the Council has authorized Member States to use "all necessary means," including collective military action to see the decision is carried out (wun 2). In addition ,the Council makes recommendations to the General Assembly on the appointment of a new Secretary-General .
THE ECONOMIC and SOCIAL COUNCIL.
This council is responsible for the coordination of economic and social work of the UN. The Council plays a major role in fostering international cooperation for development. It also consults with non-governmental organizations (wun 3) thus maintaining a crucial link between the UN and society. The Council meets throughout the year and holds a major session in the summer of social and humanitarian topics.
